Land focus: The major development aid reform?
Of: Goran Holmqvist and Mats Hårsmar
One of the more talked about reforms of Swedish development assistance during the past term of office was the decision to focus on a smaller number of partner countries. It was a reform that was welcomed not least by the aid administration. Increased focus enables increased efficiency and thus probably better results from development assistance. Three years later, it can be stated that the geographical fragmentation of Swedish development assistance is largely unchanged.

Performance management in development assistance: Can "obsessive measurement disorder" be avoided?
Of: Goran Holmqvist
I recently had the privilege of being a moderator at a seminar on performance management in development assistance, organized by the Nordic Africa Institute, the Association for Development Affairs and the Riksbank's Jubilee Fund (see links below about the seminar). The role of moderator gives a privilege to summarize impressions and conclusions from the seminar, which must stand entirely for me.

How commercial export business in the 1970s in Africa was transformed into "budget support" for Sweden in 2011
Of: Bertil Odén
This summer, there has been a debate about the fact that write-offs of overdue but unpaid loans to the Democratic Republic of Congo and Togo will reduce the development assistance budget by the corresponding amount, in this case just over SEK XNUMX billion. How did this reduction in the development aid budget actually go? Bertil Odén leaves here his picture of the step-by-step transformation.

Doubtful handling of EU consulting services
Of: Olof Hesselmark
Most people believe that development assistance activities should be conducted in an efficient manner, so that as much of the resources as possible reach the recipients. With regard to the EU's management of consulting services, there is a long way to go before this desire is met. This is the opinion of the debater Olof Hesselmark, who here talks about his experiences as a consultant in the development assistance industry.

Have adequate faith in the assistance
Of: Joakim Stymne
Perhaps somewhat unexpectedly, development assistance has been one of the policy areas that has been characterized by a particularly sharp and ambitious reform policy since the Swedish Allans Government took office in October 2006. The conditions for such a policy did not, of course, look good. Unlike many other areas, no common alliance policy had been formulated for pre-election assistance. When so […]

Lack of knowledge in development assistance structures!
Of: Lisa Roman
The former state secretary for development cooperation, Joakim Stymne, and the former producer of ideas at the liberal think tank Timbro, Fredrik Segerfeldt, have had a development aid debate in the Norwegian conservative student magazine Minerva. The posts have been translated and found their way to the website Biståndsdebatten.se on 10 and 11 October 2011. I also know Joakim Stymne and have great respect for him and for it […]

Extreme poverty can be fought - now!
Of: Olof Hesselmark
"Now we do not have to be hungry anymore." That's what a woman in Malawi says when her little field trips for the first time yield enough food for the whole year. Her message should be at the heart of all discussions on how to fight poverty in Africa. Another woman in the film tells that she as a result of the new […]

End aid to countries in Europe
The goal of Swedish development assistance is to "contribute to creating conditions for poor people to improve their living conditions". That's a good goal. It is clear and certainly well rooted in values, which a number of Swedes value highly. It is then a reasonable requirement that the assistance is given such a focus and design that it corresponds to […]
