Twinning - institutional development through government cooperation

“Twinning” refers in development assistance to the practice where a donor country supports institutional development in a recipient country through collaborations between the countries' institutions. In Sweden, for example, authorities such as the Swedish Tax Agency, Statistics Sweden and the Swedish Public Employment Service work to support the construction of similar institutions by low- and middle-income countries.
