Democracy requires free and fair elections. The way elections are conducted and monitored is therefore crucial. In recent decades, the interplay between technological and political developments has significantly changed the conditions for free democratic elections. This has brought both threats and opportunities. New methods of elections bring increased convenience but at the same time make elections more difficult to monitor. The Internet and social media offer voters access to increased information but also exposure to manipulation. There is also an increasing tendency for candidates to question the legitimacy of election results that go against them.
What does this development look like in more detail? How can the various threats be managed? What does it mean for the possibility of monitoring elections, and for assistance to electoral processes?
